Junior Professional Associate, Health, Nutrition and Population Department, Human Development Network, World Bank

Background
In 2007 the World Bank published a new health strategy for results in health, nutrition and population (HNP), entitled “Healthy Development”.  The Bank is now in the early stages of implementing the strategy.  Broadly, the work program includes health systems analysis and constraints assessments, developing and implementing results-based financing, improving monitoring and evaluation in Bank-supported operations, and closer attention to the intellectual and operational basis for integrating priority HNP interventions into broader health systems and financing programs.

The central Health, Nutrition and Population Department (HDNHE) provides overall technical leadership and support for implementing the HNP Strategy. The Center, in collaboration with IMF, is addressing issues of fiscal sustainability and fiscal space, and assisting countries and partner agencies to address these challenges. HDNHE leads or supports Bank-wide participation in the International Health Partnership and inter-agency partnerships that include GAVI, RBM, Stop TB, GAIN, TDR, MMV, GFHR, PMNCH and others.

Duties and responsibilities   Working under supervision, the JPA will perform a range of analytical, writing and program support functions in several work programs.  The programs on which the JPA will work address public health priorities, global public goods, nutrition, reproductive and child health, and the intellectual basis for the integration of priority interventions into broad health financing and health system programs.

The work programs interface with health finance, service delivery, corporate strategies and evolving approaches to development assistance. The incumbent would work across the three teams; public health, nutrition and reproductive and child health on issues critical to each team, and it is crucial that the incumbent be able to bring fundamental principles of epidemiology, statistics, economics and decision analysis to bear on specific work program needs.  The incumbent must be able to move easily from conceptually demanding tasks to more routine support functions in a fast-paced and usually pressured context.

Specific duties will include the following:

  • Literature searches, data collection, analysis and preparation of presentations
  • Contribution to the formulation of policy-relevant research questions.
  • Research assistance.
  • Preparation of materials for policy seminars and workshops.
  • Preparation of reports for diverse audiences of policymakers, senior technical officers within and outside the World Bank.
  • Organization and management of dissemination events and consultations on priority tasks of each team.
  • Selected visits to client countries as part of the work program. These are not guaranteed, and depend on opportunities in regional work programs.
  • Other professional duties as and when appropriate.
Selection criteria
  • At least a Master’s degree with at least one year of relevant work experience in one of the following disciplines: epidemiology, health policy, public health, health services research, public administration, health economics, or business administration
  • Strong organizational and analytical and oral presentation skills
  • Proven ability to work in a team and multicultural environment
  • Hands-on and action-oriented approach
  • Computer skills
  • Excellent oral and written communication skills in English
  • Additional language skill desirable (French) but not vital
  • Enthusiasm for and commitment to development work
  • Fulfillment of age eligibility criterion for JPAs

Job description: This job involves coordinating a feasibility study and randomized clinical trial at the site of AMPATH center and Moi Teaching and Referral Hospital in Eldoret, western Kenya.  This NIH-funded study will show whether a cognitive behavioral treatment (group therapy) that demonstrates strong evidence in the U.S. of reducing alcohol abuse is effective in Kenya among clinical patients who are HIV-infected, when compared against a usual care support group.  It will be delivered by paraprofessionals who are trained in standardized intervention methods.  The goals of the study are to determine the feasibility of conducting behavioral research in Kenya, to estimate an effect size in a small randomized clinical trial, and to develop infrastructure and methods for a possible larger trial.

Qualities and qualifications needed: A masters degree in public health, social sciences or health sciences is strongly preferred.  Very strong quantitative, organizational, and people skills are required.  Experience in resource-limited settings is a strong advantage. Sensitivity to different cultural contexts and the resilience to work and live in a challenging environment are crucial. Research opportunity Madwaleni, Eastern Cape, South Africa
Reply to: TomBoyles@yahoo.com For more information on working in the area, check out: www.tomboyles.blogspot.com A 220-bed rural hospital in Madwaleni, Eastern Cape, South Africa has several projects on offer for medical and / or public health students.  The contact person, Dr. Tom Boyles, is an infectious disease physician who works in the HIV unit.  It currently cares for ~1,500 patients, including pregnant women and children, via 5 – 6 weekly hospital based clinics and several community-based clinics in the surrounding area.  The hospital has 7 in-patient wards that care for a wide variety of patients.  The facility is extremely busy and has very limited staff capacity, which is why they are soliciting for help.   Two potential projects, listed below, have been identified, and others could be developed to suit the specific student’s areas of interest and expertise. PMTCT clinic follow-up: The out-patient clinics currently provide standard of care PMTCT, but due to capacity constraints, post-natal HIV testing is limited.  To assess the efficacy of the PMTCT, the clinic needs someone to visit these women, interview them about their children, and if necessary, conduct an HIV test on the child.  This is a simple, useful and fun project; you would be able to see much of the area via driving around to visit the women. Attitudes to breastfeeding: The current WHO guideline is exclusive breastfeeding for 6 months in HIV positive patients without adequate access to clean water.  Women in this community, including those that are HIV positive, are reluctant to breastfeed for unknown reasons, and the clinics are struggling to identify effective strategies to increase breastfeeding.  Help is needed to evaluate attitudes towards breastfeeding and to develop methods to increase the percentage of HIV positive women who breastfeed exclusively. Free accommodation is available on site.  Unfortunately, the facility is not able to provide additional resources.  The student would be responsible for travel and living expenses.

Collaborator, Division of Plastic and Reconstructive Surgery, UNC School of Medicine
The Division of Plastic and Reconstructive Surgery at the University of North Carolina is currently developing a study to determine the incidence of cleft lip/palate in the West Bank and Gaza.  Our Prinicipal Investigator, Dr. John A. van Aalst, frequents the area to provide voluntary craniofacial team care to children in this region.  Based on his multiple trips he has noted obstacles to providing adequate care in this region which are multifactorial -- including a paucity of data regarding clefting in this region.   We aim to develop a database with which we can collect information such as cleft incidence in the region, break down of cleft type, associated malformations, etc.  From this we would like to develop a more extensive survey to investigate associated risk factors, cultural beliefs, and family background information.   The Palestine Children's Relief Fund are assisting us in our endeavor and Palestine Ministry of Health is endorsing our project.  The ultimate goals are to provide better care to the cleft patients in this region by coordinating international resources.

For more background information or if you would be interested in collaborating, please contact: Megan Jack, MD, Loskien Craniofacial Research Fellow at 919-966-4131 or email mjack@unch.unc.edu
