In June 2008, NCCPHP and the University of South Florida Center for Public Health Preparedness (USF CPHP) partnered to deliver the first offering of the new Public Health Emergency Law 3.0. Sixty-seven public health, emergency management, and local and state legal counsel attended the course, hosted by USF CPHP in Tampa, Fla.
Developed by the CDC's Public Health Law Program, the course focuses on the coordination of public health and legal authorities during a disaster or emergency. Specific topics included in the new version of the course include mass evacuation, inter-jurisdictional mutual aid and working with volunteers.
Attorneys for the Florida Department of Health adapted the course materials to be specific to Florida law, and provided reference materials such as sample Memoranda of Understanding for use by course attendees. In course evaluations, participants frequently mentioned the interactive small group case study focusing on a multi-jurisdictional mass evacuation as their favorite part of the course.
